On August 03, 2022, the Ministry of Finance issued Circular 48/2022/TT-BTC ("Circular 48") stipulating the collection, submission, management and use of fees for extracting and using information in the National Population Database ("NPD"). Circular 48 shall take effect from September 17, 2022.
Accordingly, from the effective date of this Circular, organizations and individuals requesting to extract and use information in the NPD shall be charged fee (except for extracting their own information). However, for works related to verifying citizen information, extracting information results, the fee shall be reduced by 50% until the end of December 31, 2023.

Fees for extracting statistical results; fees for extracting statistical and analytical results; and fees for extracting statistical, analytical and forecast results: are calculated based on the number of citizens or the number of exploitation/statistics reports according to the formula mentioned in the Appendix attached to Circular 48.
Organizations and individuals shall pay the fees when receiving information results from the agency managing the NPD.
