The contents related to the issue of technical safety inspection and environmental protection of road motor vehicles are guided in Circular No. 16/2021/TT-BGTVT dated August 16, 2021 (“Circular 16”) was previously amended and supplemented in Circular 02/2023/TT-BGTVT dated March 21, 2023 (“Circular 02”) and has been updated here by ATA Legal Services. However, in the past, many problems have been recorded, leading to overload and congestion in the registration process for inspection and implementation of assessment and inspection.
Therefore, on June 2, 2023, the Ministry of Transport continued to promulgate Circular 08/2023/TT-BGTVT (“Circular 08”) to adjust the contents of registration in Circular 16, including the contents have been amended and supplemented in Circular 02.
Some typical contents of Circular 08 that vehicle owners need to pay attention to are as follows:
1. Additional forms of registration for inspection
According to the old regulations in Circular 16, the registration for inspection is done through 02 forms: by phone and by the website.
Circular 08 adds 02 new forms: direct and online registration applications for motor vehicles.
The diversification of inspection registration forms will better address the needs of the registrants, thereby facilitating and speeding up the related work.
2. Cars that have not been used for 3 years are still applied for the first cycle
Circular 08 stipulates that the first cycle will apply to "unused motor vehicles with the year of manufacture up to the year of applying for a Certificate of first-time inspection under 03 years (year of manufacture plus 02 years)". The unused period of the vehicle is extended by 1 year compared to the provisions of Circular 02.
3. Automatic renewal of Inspection Certificate/Stamp valid until July 1, 2024, until the end of the cycle
In case the Certificate of Inspection and the stamp of inspection of passenger cars with up to 9 seats not doing transport business (with a production period of up to 07 years and a production period from 13 years to 20 years) have been issued before the date of issue. March 22, 2023, and take effect until July 1, 2024, may continue to use until the end of the period according to the cycle specified in Appendix V of Circular 08.
The vehicle owner searches the website of the Vietnam Register (https://giahanxcg.vr.org.vn) and prints the Certificate of Validity of the Inspection Certificate and the Inspection Stamp. This certificate is an attached document that is inseparable from the Certificate of inspection that has been issued to participate in road traffic according to regulations.
However, the above provisions do not apply to cases where the Certificate of Inspection and the Inspection Stamp expire before the effective date of Circular 08.
