On June 22, 2025, the Ministry of Industry and Trade issued Circular No. 42/2025/TT-BCT, promulgating the list of products, goods, and services subject to registration of standard form contracts and general transaction conditions (“Circular 42”). Circular 42 was issued to implement the provisions of Article 28 of the 2023 Law on Consumer Protection, which governs the control of standard form contracts and general transaction conditions, in line with the decentralization and delegation of authority regulations in the industrial and commercial sectors under Decree No. 146/2025/ND-CP ("Decree 146").
Compared to Decision No. 07/2024/QD-TTg of the Prime Minister dated June 20, 2024, the list of products, goods, and services subject to registration of standard form contracts and general transaction conditions remains unchanged under Circular 42, including:

However, according to Decree 146, from July 1, 2025, provincial-level People’s Committees will be the focal point for receiving and processing the registration of standard form contracts and general transaction conditions in all cases, including those applicable across two or more centrally governed provinces or cities.
