DEVELOPING RURAL INDUSTRIES IN A MODERNIZED DIRECTION AND INTEGRATING WITH ECOTOURISM

On September 14, 2023, the Prime Minister issued Decision No. 1058/QD-TTg ("Decision 1058") approving the strategy for the development of rural industries until 2030, with a vision towards 2045 to unleash the potential of rural areas, enhance production and business efficiency, contribute to preserving the traditions and cultural identity of ethnic groups, and develop the rural economy in line with ecological agriculture, modern rural areas, and civilized farmers.

To achieve the development direction of the rural economy towards modernization, encourage the development of creative centers and large-scale concentrated raw material areas; preserve and develop traditional craft villages; enhance the competitiveness of rural industry products in the domestic and export markets while being mindful of environmental protection and sustainable development, Decision 1058 has outlined a series of noteworthy solutions as, typically as follows:

1. Strengthening programs to encourage the development of rural economic capacity

  • Enhance collaboration models between enterprises, cooperatives, and citizens, in which, enterprises play a leading role.
  • Encourage and support the establishment of creative centers and entrepreneurship programs for rural industry activities.
  • Apply machinery, and technological equipment, and support the renovation and upgrading of rural industry production and business facilities.
  • Promote brand-building for rural industry products and craft villages.
  • Invest in craft village industrial clusters; focus on developing supporting industries and logistics services in craft villages.

2. Environmental protection linked to rural tourism development

  • Focus on environmental pollution treatment in craft villages and traditional craft villages.
  • Relocate pollution-causing production facilities to industrial clusters.
  • Develop models for craft village tourism, experiential tourism, and eco-tourism with regional and local characteristics.

3. Establishing large-scale concentrated raw material areas

  • Encourage and support investment in large-scale concentrated raw material areas with sustainable certifications, compliance with international standards, and adaptability to climate change.
  • Support infrastructure investment within the raw material areas.

4. Promotion and support of sales, distribution, and export activities:

  • Encourage and support the placement of products in distribution systems, commercial centers, supermarkets, tourist spots, and e-commerce channels.
  • Support market access capabilities linked with trade promotion programs.
  • Expand international cooperation, and transfer of new, advanced technologies, especially in design, processing, preservation, seed technology, environmental technology, and by-product reuse.

Decision 1058 is effective from the date of issuance.
