On July 26, 2022, the Prime Minister issued Decision No. 892/QD-TTg ("Decision 892") approving the project on the development of sea-based industrial clusters associated with the construction of strong sea-based economic centers by 2030. The specific objective of the project is to create sea-based industrial clusters in advantageous sea and coastal areas, striving to form approximately 7 sea-based economic centers by 2030, in which, there are 3 strong international sea-based industrial clusters and 4 leading international sea-based economic centers in Southeast Asia.

Notes:
Policies for encouraging and giving incentives to develop sea-based industrial clusters are as follows:
- Incentives on tax, credit, land use, water surface, technical support, technology transfer to attract businesses and economic sectors to invest in operation and cooperation with each other, in order to form sea-based industrial clusters.
- Incentives on development of marine science and technology centers, marine research zones associated with marine conservation, marine high-tech economic zones, science and technology establishment, specialized technical human resource training establishment in the field of sea, sea-based economy at international level.
- Support enterprises, organizations, business associations, marine economic industry associations to establish and expand partnerships and cooperation with related foreign partners abroad.
Decision 892 shall take effect from 26/07/2022.
