On March 1, 2023, the General Department of Taxation issued Dispatch No. 586/TCT-TTKT ("Dispatch 586") stipulating the progressive inspection and examination in 2023.
In particular, the General Department of Taxation especially notes the strengthening of inspection and examination of the following sectors of enterprises and business:
1. Enterprises operating in the field of e-commerce, business on digital platforms;
2. Enterprises get Related Party Transactions and/or the following manifestations:
- Foreign-invested enterprises lose money or have low business results compared to other enterprises in the same area.
- Enterprises get Related Partu Transactions to account for a large proportion of the total transaction value and enjoy tax incentives;
- Enterprises get the simple business activities such as contract manufacturing, processing, and assembly in the industries of manufacturing electronic components, textiles, footwear, etc. but the profit level is low;
- Enterprises incur costs for providing internal services, copyrights, etc. with great value from related parties.
3. Enterprises and individuals doing real estate business, pay special attention to:
- Enterprises have opened for sale but not publicly on the mass media;
- Real estate projects for consumption such as social housing, offices for lease, real estate for production and industry;
- Enterprises get real estate project transfer activities.
