On October 29, 2023, the Ministry of Health issued Documentary No. 6922/BYT-KHTC (“Documentary 6922”) on guidance on payment of COVID-19 treatment costs for and policies for participants of the COVID-19 epidemic prevention and control. This Documentary has the following notable contents:
1. Payment of COVID-19 costs from October 20, 2023
a. For medical examination and treatment costs: health insurance participants pay according to the provisions of law on health insurance; others must pay their expenses as per regulations;
b. For meal and living costs: Meal expenses are paid by COVID-19 patients themselves, except for those of the poor are borne by the state budget.
2. Payment of COVID-19 costs for patients admitted to the hospital before October 20, 2023, and discharged after October 20, 2023:
a. Medical examination and treatment costs for the hospital stay before October 20, 2023:
- The state budget pays for the following expenses: Medical examination fees, bed fees and technical services; Costs of drugs, chemicals, medical supplies, blood, and infusion fluids excluded in the price of medical examination and treatment services or used in medical examination and treatment techniques of which prices have not yet been issued; Costs of drugs, chemicals, medical supplies, blood, and infusions excluding the health insurance coverage; and Technical services excluding the health insurance coverage.
- For medical examination and treatment costs for other diseases during COVID-19 treatment: the health insurance fund pays the medical examination and treatment costs according to the health insurance coverage as in case of level-appropriate hospital.
b. Meal and living costs for the hospital stay before October 20, 2023:
- For Vietnamese residents: Pay 80,000 VND/person/day;
- For foreigners and overseas Vietnamese: Pay 100% of the expenses.
c. Costs for the hospital stay after October 20, 2023: comply with the provisions in Section 1 above.
2. Policies for people participating in COVID-19 epidemic prevention and control in group B
Anti-epidemic allowance regime:
- For weekdays: 100,000 VND/day/person;
- For weekends: 130,000 VND/day/person;
- For holidays and New Year: 180,000 VND/day/person.
Documentary 6922 takes effect from the date of issuance.
