Recently, on June 13, 2023, the Hanoi People's Committee issued Decision 3195/QD-UBND (“Decision 3195”) approving the Project “Development of urban economy in Hanoi city” in the direction of “fast, efficient and sustainable” (“Project”)
Based on assessing the current situation of urban development planning in Hanoi city, the Project provides orientations to focus on the economic development of the capital.
Below, ATA Legal Services summarises several tasks, solutions, and implementation plans for the Urban Economic Development Project of Hanoi city targets to 2025, orientation to 2030:
1. Some tasks and solutions
- Diversify types and expand commercial development space: commercial centers, markets, supermarkets, convenience store chains... in the direction of modernity and civilization;
- Developing high-quality tourism, focusing on exploiting cultural tourism, convalescence tourism combined with medical examination and treatment;
- To encourage the development of "green" and environment-friendly buildings for rental and tourism;
- To encourage and prioritize the development of social housing funds in areas oriented to become districts in the coming time;
- Developing new economic models: sharing economy; night economy; digital economy; circular economy.
2. Projects and plans focused on the development of Hanoi until 2025
In addition to the usual infrastructure, architecture, landscape, and economic development projects in other urban areas, Hanoi plans to implement several special projects such as:
- The scheme of zoning to restrict the operation of motorbikes by the infrastructure and service capacity of the public passenger transport system, towards stopping motorcycle operation in the districts by 2030;
- The scheme of collecting motor vehicle tolls into some areas in the city that is at risk of traffic jams and environmental pollution to limit the number of motor vehicles entering;
- Project on converting heritage, old villas, urban heritage... into new cultural heritages serving the development of the cultural industry;
- The project of completing the model and mode of operation of the Cau Giay - Hanoi concentrated information technology zone;
- Developing a system of trade centers, supermarkets, convenience stores, and automatic stores;
- Deploying models of fairs, thematic markets, outdoor markets, night markets, and weekend markets combining picnics, tourism, outlet models (attached to the airport system), and streets and commercial spaces services (walking area, food space, culture, tourism,...);
- Deploying the chain of “Automated stores” - no sellers in urban areas;
This Decision takes effect from the date of signing.
