In Directive No. 22/CT-TTg dated June 23, 2023 (“Directive 22”) on rectification and strengthening of discipline in complying with the law on finance – state budget, the Prime Minister requested Ministries, branches and localities have implemented a series of activities to strengthen revenue collection and strictly manage activities of state budget expenditures, including the following notable contents:
1. To minimize the proposal, prohibit action of new policies that reduce state budget revenue; except for the case of implementation according to international commitments, according to the decision of the competent authority in matters of dealing with really necessary and urgent matters, force majeure events caused by natural disasters or epidemics; Only prohibit new actions on spending policy when absolutely necessary and the bank has a solid financial source, in accordance with the balance capacity of the bank at each level.
2. Strengthening the inspection and examination of fields and enterprises in high-risk fields:
- Finance, banking, real estate business, business on digital platforms;
- Enterprises arrange and restructure.
3. Suspend granting funding activities to ministries, central and local agencies that do not accept actions or slowly report on recommendations of the State Audit or inspector:
- The Prime Minister requires the implementation and reporting of results of handling recommendations and conclusions of the State Audit Office and the inspectorate; at the same time, periodically summarize and report on handling results and send them to the Ministry of Finance together with the annual state budget finalization report.
- In case ministries, central and local agencies fail to comply with the regime of reporting the results of handling recommendations and conclusions of the State Audit, inspection or report late, the Ministry of Finance shall suspend provide funding and report to the Prime Minister.
This Directive replaces Directive No. 31/CT-TTg dated November 8, 2018 of the Prime Minister.
