INFLATION CONTROL SHALL BE A PRIORITY DUTY OF THE GOVERNMENT

On April 21, 2024, the Prime Minister issued Directive No. 12/CT-TTg on key tasks and solutions to promote socio-economic development ("Directive 12"). Accordingly, the Prime Minister assigned tasks to ministries, sectors, and relevant agencies to contribute to the consistent implementation of priority directions to promote growth linked with macroeconomic stability, inflation control, and ensure major balances of the economy, emphasizing social welfare; seize maximum opportunities, facilitate rapid resolution of arising difficulties, strive to achieve and surpass the targets and indicators in 2024, especially those related to growth and inflation control; the Prime Minister required Ministers, Heads of ministerial-level agencies, government-attached agencies, and other central agencies to implement some key tasks, including the following notable contents:

1. Continuing inflation control measures:

  • Requesting the Ministry of Finance to study and propose extending the deadline for tax payment, reducing registration fees for domestically manufactured and assembled automobiles, reducing land and water surface leasing fees. In addition, at the beginning of May, the Government submitted Document No. 177/TTr-CP to the National Assembly on the results of reducing the VAT rate by 2% for the last 6 months of 2024[1].
  • Managing and controlling the gold and foreign exchange market, enhancing timely and effective regulatory measures.
  • Implementing solutions and policies to support airline businesses in maintaining flight routes, the number of commercial aircraft, limiting the impact on ticket prices, people's travel, and domestic tourism development.
  • Closely monitoring and proactively stabilizing the market, prices, especially for petroleum, oil, essential commodities, housing, and food.

2. Focusing on attracting FDI in high-tech sectors:

  • Concentrating on promoting and attracting large-scale FDI projects, especially in digital economy, green economy, circular economy, processing and manufacturing industries, electronics, semiconductors, Hydrogen, etc.
  • Developing, issuing, and effectively implementing Vietnam's Semiconductor Industry Development Strategy, the Human Resources Development Plan for the Semiconductor Industry until 2030, aiming towards 2045.

3. Swiftly issuing detailed regulations guiding the implementation of real estate laws and housing:

  • Urgently drafting, submitting, and issuing detailed regulations and guidelines for implementing the Land Law (amended), the Real Estate Business Law, the Housing Law, ensuring quality and progress - to be considered at the 7th session of the XV National Assembly (opening on May 20 and closing on June 28, 2024[2]).
  • The Ministry of Construction will promptly issue procedures for investing in social housing projects, selecting investors, etc. to facilitate the implementation of social housing projects.
