On September 7, 2023, the Ministry of Finance issued Circular No. 60/2023/TT-BTC ("Circular 60") regulating the collection rate, regime of collection, payment, exemption and management of fees for registration and issuance of road motor vehicle plates (hereinafter referred to as "Fees for issuance of registration certificates and license plates of vehicles") replacing Circular No. 229/2016/TT-BTC dated November 11, 2016 ("Circular 229"). Accordingly, Circular 60 has some notable contents as follows:
1. Increase the fee for issuance of registration certificates and license plates of vehicles
Compared to Circular 229, Circular 60 governs the following:
(i) Firmly stipulate the fee for the initial issuance of registration certificates with number plates in Hanoi and Ho Chi Minh City (Zone I) at the maximum level compared to the previous one, set the fee, and allow localities to promulgate specific rates. Accordingly, the maximum fee will be applied to all areas throughout the city, regardless of the inner or outer city. This partly contributes to limiting cases of abusing the policy to register in low-fee areas, causing budget revenue loss, and at the same time contributing to reducing the growth rate of private vehicles in the 2 largest cities in the country, contributing to limiting traffic congestion.
(2) Increase the fee for trailers and semi-trailers registered in Zone II and III from VND 100 to VND 150,000.
(3) Increase the fee for motorbikes in Zone III from VND 50 to VND 150,000.

2. Fee waiver for specialized three-wheeled motorcycles for people with disabilities
According to the current regulations in Circular 229, those wishing to renew registration certificates with number plates for specialized three-wheeled motorbikes for people with disabilities in all 3 areas will have to pay a fee of VND 50,000. However, Circular 60 removed three-wheeled motorcycles for people with disabilities from the list of tolls and added them to the list of fee exemptions.
3. To supplement the fee for issuance of registration certificates and license plates of auction-winning cars
When there is a need to issue registration certificates and license plates of auction-winning cars for new vehicles, auction-winning organizations and individuals shall pay fees at the following rates:
- Registration of certificates and number plates in Zone I: Applicable rates in Zone I;
- Registration of certificates and number plates in Zone II and III: Applicable rates in Zone II.
Circular 60 takes effect and applies uniformly across the country from October 22, 2023. However, localities that are entitled to specific mechanisms and policies permitted by the National Assembly may promulgate legal documents stipulating fees different from those prescribed in Circular 60 based on conformity with such specific mechanisms and policies.
Comment:
