Following the Government's Program on reducing and simplifying regulations related to business activities in the period of 2020 – 2025 according to Resolution No. 68/NQ-CP dated May 12, 2020, on August 11, 2021, the Ministry of Planning and Investment (“MPI”) issued Decision No. 1089/QD-BKHĐT (“Decision 1089”) approving the plan to simplify administrative procedures to support businesses in agriculture and rural investment under the management of the Ministry. Subsequently, on August 30, 2022, the MPI issued Decision 1481/QD-BKHDT (“Decision 1481”) approving the plan to simplify administrative procedures related to bidding, establishment and operation of cooperative unions and cooperatives under the management of the Ministry. (Notable contents in Decision 1481 have been clarified by ATA Legal Services here).
Relying on the proposals in the aforementioned decisions, on December 1, 2022, the Prime Minister issued Decision No. 1505/QD-TTg (“Decision 1505”) on approving the plan to reduce and simplify regulations related to business activities under the authority of the MPI.
Accordingly, in the period of 2022 – 2023, simplification measures of administrative procedures in the field of planning and investment shall be adopted, specifically:
