On March 12, 2024, the Chairman of Hanoi People's Committee signed Decision No. 24/2024/QD-UBND on promulgating the Regulations on management of outdoor advertising activities in Hanoi City ("Decision 24" ). Decision 24 replaces Decision 01/2016/QD-UBND Regulations on management of outdoor advertising activities in Hanoi city (“Decision 01/2016”), with many adjustments to advertising media. , a restricted advertising area in Hanoi City. Decision 24 has some notable contents as follows:
1. Add and clarify non-advertising areas:
- Decision 24 stipulates that residential floors of high-rise buildings, apartment buildings, and old dormitories are non-advertising areas. Accordingly, installing signs, boards, banners, etc. or any form of advertising in this area is a violation of regulations. However, the Decision still allows advertising on the service and technical floors of buildings, high-rise houses, and regular high-rise apartment buildings.
- Add non-advertising areas in the dyke protection safety corridor and the high-voltage power grid safety corridor
2. Advertising is allowed in the old town area but in the form of introducing goods instead of signs
Old Quarter area (according to Decision No. 14/2004/QD-BVHTT dated April 5, 2004 of the Ministry of Culture and Information on ranking Hanoi Old Quarter as a national monument), including streets adjacent to Hoan Kiem Lake area: Le Thai To, Dinh Tien Hoang, Hang Khay; Hang Trong, Hang Hanh, Bao Khanh, Luong Van Can, Hang Thung, Cau Go, Hang Gai, Hang Bong, Dong Kinh Nghia Thuc Square area, Hoan Kiem, Lo Su, Tran Nguyen Han, Le Lai, Le Thach, Dinh Le; Streets: Trang Tien, Trang Thi, Hang Dau, Tran Nhat Duat, Tran Quang Khai, Phung Hung, Dien Bien Phu (from Hang Bong to Nguyen Tri Phuong) are areas where advertising is restricted according to regulations. Previously, Decision 01/2016 strictly prohibited all advertising activities in this area. Currently, Decision 24 allows direct production and business establishments to advertise by introducing products, goods and services instead of signboards.
3. Allowing the implementation of advertising forms applying modern technology in some square and park areas in Hanoi
According to the regulations on management of outdoor advertising activities in Hanoi in Decision 24, in the area of Dong Kinh Nghia Thuc Square, August 19 Square (City Opera House), Square 1/ 5 (Viet-Soviet Friendship Labor Culture Palace), National Convention Center; Squares and parks managed by cities, districts, and towns; Cua Nam 5th intersection, advertising forms applying modern and civilized technology are implemented (electronic text boards, LED screens; using electric light, electronic lights, LED lights, laser lights and similar forms).

4. Additional cases where advertising notification is required
Some forms and means of advertising that must be notified of advertising products added in Decision 24 include:
• Advertising on political propaganda boards in the form of socialization;
• Specialized advertising screens, LED screens, LCD screens and similar forms, advertising using electric light (gas discharge lights, LED lights, laser lights, Media lights to decorate buildings...);
• Advertising at river crossings; road overpass;
• Advertising in cultural programs, sports, seminars, conferences, fairs, exhibitions, and event organizations; people who convey advertising products, advertising objects and other advertising media;
• Advertising within airports and airports; railway station; elevated train station; Urban railway pillars; Road overpass pillars.
Decision 24 takes effect from March 22, 2024.
