MULTIPLE CHANGES IN THE ASSESSMENT PROCEDURE OF TOTAL CONSTRUCTION INVESTMENT AMOUNT AND THE ASSESSMENT PROCEDURE OF CONSTRUCTION ESTIMATED AMOUNT

On August 11, 2022, the Ministry of Construction issued Decision No. 684/QD-BXD (“Decision 684”) stipulating the settlement of administrative procedures for projects and works implemented by the Department of Economic Affairs. This Decision amended regulations related to the settlement of procedures in Section A.I of Decision 791/QD-BXD (“Decision 791”), including: (1) Assessment procedure of total construction investment amount for projects and works requiring independent appraisal of total construction investment amount; and (2) Assessment procedure of construction estimated amount for projects and works requiring independent appraisal of the total work construction investment amount. Specifically:

Change in the procedure duration

The change has been being applied to the Assessment procedure of total construction investment amount for projects and works requiring independent appraisal of total construction investment amount. Accordingly, the duration for processing this procedure for projects of group A, B and C under Decision 684 is adjusted respectively to: 35, 25 and 15 days from the receipt date of complete and valid dossiers (previously, under Decision 791, this number was 32, 27 and 19 days, respectively).

Changes in each sub-sequence of the Procedures

Decision 684 has an adjustment towards simplifying administrative procedures, for example:

1. Consolidating two sub-sequences of receiving and transferring dossiers, which was previously in charge by two separate agencies, namely the One-Stop Division and the Department Office, into a single sub-sequence in charge by the One-Stop Division;
2. Reducing the duration of the sub-sequence of Assignment for dossier settlement;
3. Removing the sub-sequence of Consideration the format of draft notification of appraisal results, which is in charge of the Department Office).

Instead, Decision 684 paied more attention on professional procedures (such as Settlement and Appraisal of dossiers) by increasing their settlement period.

These amendments indicates the policy of streamlining administrative procedures in our country, contributing to support businesses and investors in the process of implementing construction investment procedures.

Decision 684 took effect from its signature and promulgation date.
