On February 15, 2023, the Government issued Decree No. 05/2023/ND-CP ("Decree 05") supplementing regulations related to professional allowances for civil servants and officials working at public healthcare establishment in Decree No. 56/2011/ND-CP ("Decree 56"). Specifically:
- Supplementation of a new and higher allowance: Decree 05 adds an allowance at 100% (previously in Decree 56, the maximum allowance level was only 70%).
- Regarding the application subjects: Regular officers, who are directly engaged in preventive healthcare (including border medical quarantine); do medical professionals at health stations of communes, wards and townships, regional polyclinics, maternity homes, medical centers of districts, urban districts, towns, provincial cities, and cities under affiliated cities and hospitals at the district, town, provincial city, and central city.
- Multiple preferential allowances are not applied simultaneously: during the application period of the above-mentioned allowances, the provisions on allowances for civil servants and regular officials, directly performing border quarantine (specified in Article 3.2(c) of Decree 56) and regulations on allowances for regular officials, directly do preventive medicine expertise (specified in Article 3.4 of Decree 56) shall not apply.
- Application duration: The 100% allowance for preventive medicine and grassroots healthcare officials mentioned above shall be applied from 01/01/2022 to 31/12/2023. From 01/01/2024 onwards, professional allowances for civil servants and officials at medical establishments shall comply with the previous regulations in Decree 56.
