On March 31, 2024, the Ministry of Transport issued Circular No. 05/2024/TT-BGTVT (“Circular 05”), amending and supplementing certain provisions of Circulars related to the field of road transport, road transport support services, vehicles, and drivers. Circular 05 provides some notable contents as follows:
1. Recognizing the validity of Driver's Licenses on VNeID
Previously, according to Circular No. 12/2017/TT-BGTVT (“Circular 12”), only Driver's Licenses in PET material issued by the competent authority, having serial number, date of issue, and expiration date printed on that matches those on the Information Management System of Driver's License, were considered valid.
Circular 05 officially recognizes the validity of Driver's Licenses in the form of information authenticated on the VneID application. This will facilitate drivers in participating in traffic.
2. New regulations on cases of revocation of Driver's Licenses and settlement of revoked Driver's Licenses
Circular 05 supplements cases of Driver's License revocation and corresponding handling methods. Notably, if it is discovered that someone lends their Driver's License to another person, the competent authority may revoke the license. Specifically:

- Driver’s licenses with remaining validity or expired within 03 months shall be revoked according to regulations; - Driver’s licenses expired for over 03 months shall be re-issued according to regulations. |
3. Remote theoretical training is allowed for those seeking Driver’s Licenses in B2, C, D, E, and F class
Circular 05 stipulates that those who need to obtain Driver’s Licenses in B2, C, D, E, and F categories can choose to remotely learn theoretical subjects in the training program (except for the subjects of regular construction and repair; fire prevention and fighting skills; rescue and rescue skills; and driving techniques).
This regulation applies from the effective date of Circular 05, training courses that were enrolled before this date will continue to be organized according to the previous regulations.

This regulation applies from the effective date of Circular 05, training courses that were enrolled before this date will continue to be organized according to the previous regulations.
