On May 4, 2025, the Politburo issued Resolution No. 68 on the development of the private sector — an important policy document that outlines specific solutions to support businesses, particularly innovative startups. This resolution is expected to provide a strong boost to Vietnam’s startup ecosystem in the near future.
However, to ensure the resolution is implemented effectively, ministries, agencies, and local authorities must proactively introduce measures that are responsive to real-world needs. In the “Startup” program by VOV1 News – Voice of Vietnam, themed “Resolution 68 of the Politburo on the Private Sector – Promoting the Spirit of Entrepreneurship”, Ms. Nguyen Thi Ngoc Anh – Managing Partner of ATA Legal Services – shared practical perspectives drawn from her experience working with young entrepreneurs and startup communities.
According to Ms. Ngoc Anh, one of the most essential elements for startups in their early stages is support in legal knowledge, governance, and business management. She shared: "Many young businesses have great ideas but lack foundational knowledge in business governance, law, finance, and taxation — leading to legal risks from the outset. Gaining early access to formal training programs or advice from reputable legal and management experts can help startups avoid costly mistakes later on.
