In recent years, in some urban and residential areas near industrial parks, export processing zones, and economic zones ..., the management of the authorities has not been effective, so the construction of individual housing buildings with many floors, and many apartments ("works") do not comply with legal regulations such as: construction without planning, without permission, not meeting fire protection standards and standards ("Fire protection"), especially arbitrarily designing to upgrade floors, arranging houses into many apartments or room dividers for rental purposes, buying, selling, transferring, ... leading to many consequences, potential risks of incidents and unsafety for the project.
To promptly handle violations and overcome the above-mentioned shortcomings, on October 22, 2023, the Prime Minister issued Dispatch 991/CD-TTg on strengthening the management of construction orders and fire prevention and fighting for multi-storey and multi-apartment individual houses to ensure safety, protect people's property, health and life as follows:
1. Solutions to dismantle legal policies
- To examine, review, promptly evaluate, propose/promulgate legal documents amending, supplementing, and perfecting regulations, regulations and standards on planning and design on fire protection, licensing, management, use and name for works;
- To promulgate documents guiding technical solutions to remove difficulties and obstacles, and ensure fire safety for other existing works and facilities (completed in October 2023);
- To promulgate regulations and regulations on fire prevention and fighting for multi-storey and multi-apartment individual houses.
2. Disassembly solutions to increase fire safety in construction practice
- For works already in use:
+ Creating a second emergency exit;
+ There are solutions to separate parking areas, areas at high risk of fire and explosion from living areas and emergency exits;
+ Equipping fire protection devices and equipment.
- For new buildings:
+ To strictly control compliance with the provisions of the law on planning, construction and fire protection;
+ To manage the issuance of construction permits, quality control, and construction orders according to regulations;
- For investors, people living in works:
+ To enhance dissemination and propaganda of relevant legal provisions;
+ To instruct fire fighting and escape skills for people when there is a fire or explosion incident;
3. Solutions to minimize violations of fire protection and construction order
- To review and inspect all works put into use on fire safety, promptly detect and strictly handle violations of organizations and individuals;
- To review, inspect, and detect works, establishments, and households that fail to ensure fire safety in electricity use and handle related violations;
- To strictly and decisively handle violations of construction orders, and terminate unauthorized and unauthorized construction.
