Reducing land and water rent is a financial support applied by the Government in 2022 to assist organizations, agencies, businesses, households and individuals affected by the Covid-19 epidemic. The upcoming year 2023 is still expected to be a tough period due to aftershocks from the Covid-19 pandemic, therefore, since 30/01/2023, the Government has issued Resolution 07/NQ-CP (“Resolution 07”), expanding the scope of subjects to apply this policy in 2022 to continue sharing with other affected subjects.
Specifically, under Resolution 07, in principle, organizations, units, enterprises, households and individuals are being leased land directly by the State upon a decision or contract or certificate of land use rights, ownership of houses and other assets attached to land of competent state agencies in the form of annually rental payment. Those affected by the Covid-19 epidemic will enjoy preferential policies. Compared to the previous policy under Resolution No. 11/NQ-CP dated January 30, 2022, although the subsidy extent remains the same (30% reduction in land and water rental in 2022), the scope of application of Resolution 07 is broader since it is no longer limited to those who are “affected to the extent of business suspension”.
Accordingly, more subjects will become eligible for the subsidy. Instructions of this policy will be adopted by the Prime Minister upon the proposal of the Ministry of Finance.
Resolution 07 took effect from the date of signing.
