TABLES AND CHAIRS IMPORTED FROM CHINA ARE OFFICIALLY SUBJECT TO ANTI-DUMPING DUTY

On February 13, 2023, the Minister of Industry and Trade Ministry issued Decision No. 235/QD-BCT ("Decision 235") applying officially the anti-dumping measures to some table and chair products from the People's Republic of China and ending the investigation into the application of anti-dumping measures to some table products, chair from Malaysia.

Products covered by Decision 235/QD-BCT include:

  • For table products: the table is in a fully assembled or unassembled form, which is characterized by:
  • Surfaces are made of MDF, HDF, LDF, Plywood, particleboard (industrial wood), overlaid with melanin, pasted paper, and overlaid with varnish or laminate.
  • Table legs are made of industrial wood or metal.
  • The table has the dimensions: Length: from 990mm to 3,210mm; Width: from 590mm to 1,410mm; surface thickness (including overlay): from 12mm to 85mm. Height from ground to top of surface: from 675mm to 770mm.
  • For chair product: in the form of complete docking or packed into seat parts that come together for on-site assembly, which are characterized by:
  • The chair products do not adjust the height and fix the surface: the chair gets a height from the ground to the top of the surface in the lowest position of the surface from above 450mm to less than 600mm.
  • The chair products do not fix the surface (automatically turned over when not in use): The chair gets a height from the ground to the top of the surface in the lowest position of the surface in the state of use from above 450mm to less than 600mm.

Accordingly, from February 13, 2022, table and chair products with the above-mentioned technical characteristics imported from China will be subjected to anti-dumping duty with the following level:

The anti-dumping duty period is 05 (five) years from February 13, 2022 (unless it is changed or extended according to another decision of the Minister of Industry and Trade).

Additionally, pursuant to Decision 235, there exists dumping of table and chair products imported from Malaysia, however, the number of goods investigated for dumping during the investigation period is negligible (less than 3%) compared to the total import volume, anti-dumping duty is not applied.

Decision 235 takes effect from February 13, 2022.
