This is the principle emphasized in the Official Telegram No. 469/CD-TTg dated May 25, 2023, of the Prime Minister (“Official Telegram 469”) on the continued implementation of dismantling and promoting the real estate market. produce safe, healthy, and sustainable development. Official Telegram 469 provides many contents that need to be implemented before July 2023 in order to remove difficulties and restore the real estate market. As follows:

1. Emphasizing the principle of "do not shirk responsibility" in solving problems and problems of any level, that level must solve

  • Strictly handle organizations and individuals that avoid or push work, abdicate tasks, or lack responsibility to delay or fail to decide on issues or tasks under their authority; carry out rotation and handling of cadres who are afraid of mistakes and fear of responsibility in performing official duties;
  • The locality is responsible for deciding issues within its competence or is decentralized or authorized according to the provisions of law; failing to submit and report on work falling within their competence to the Government, the Prime Minister, and other ministries and central agencies; do not abuse the consultation of central agencies to avoid responsibility.

2. Request ministries, branches, and localities to review, examine and propose to the Government measures to remove difficulties in related fields: construction, credit, land prices, corporate bonds, etc

  • Prioritize solutions that facilitate businesses and people, reduce administrative procedures;
  • Approving and approving new incentives and policies in a shortened order of procedures so that they can be applied and deployed promptly in practice;
  • The localities shall review, make statistics and summarize the problems falling under the competence of the Prime Minister, the Government, and the National Assembly, specifying the provisions of the regulations and documents that are the causes of the problems;
  • Deadline for completion: no later than June 30, 2023.

3. Requesting localities to focus on solving problems in investment work

  • Complete the extension of the investment policy, the investment certificate has expired due to objective reasons before June 30, 2023;
  • Review and adjust planning according to their competence for real estate projects that have been approved for investment policies, and have approved detailed planning but have not been updated or added to the subdivision planning, general planning, or provincial planning.

4. Requesting localities to review and remove social housing projects

  • Formulate and approve, submit for approval general planning, zoning planning, and detailed construction planning; approve the land use plan to ensure the land fund for the development needs of social housing, and housing for workers;
  • Publish and publicize on the Portal the list of projects and send a document to the State Bank of Vietnam of the list of social housing projects, worker housing, renovation, and reconstruction projects. old apartments for commercial banks to apply for loans under the credit program of VND 120,000 billion;
  • Review and summarize commercial housing projects that have not yet been allocated land funds for social housing development and report to the Prime Minister.
