THE NATIONAL ASSEMBLY APPROVED THE BASE WAGE INCREASE IN 2023

On November 11, 2022, the National Assembly issued the Resolution No. 69/2022/QH15 ("Resolution 69") defining the estimate for state budget in 2023.

Accordingly, in addition to the specific contents of budget estimates, adjustment of budget estimates, and public investment plans, Resolution 69  provided some notable instructions to be implemented in 2023 fiscal year as follows:

Increase the base wage rate

  • From July 01, 2023, increase the base wage rate for cadres, civil servants and public employees to 1,800,000 VND/month (equivalent to an increase of 20.8% compared to the amount specified in the Decree 38/2019/ND-CP, which is 1,490,000 VND/month).
  • From January 01, 2023, increase occupational preferential allowances for preventive and local medical staffs.
  • From July 01, 2023, increase pensions and social insurance by 5% for those guaranteed by the state budget, and provide additional subsidy for those who retired before 1995 with low benefits.

Request the Government to develop a tax collection tracking mechanism for foreign suppliers

From 2023, the Government shall develop a mechanism to track the tax amount received from foreign suppliers who declare and pay for the income arising after providing differentiated goods and services to individuals and businesses in Vietnam, in order to have a basis for assessing, completing and ensuring sanctions for the implementation of tax administration policies for foreign suppliers.

Resolution 69 took effect from the date of issuance.
