From the beginning of 2023, the Government has issued Resolution No. 01/NQ-CP on significant tasks and solutions to implement the social and economic development plan, state budget estimates, and improvement of the business environment and enhancement of national competitiveness in 2023. The Resolution has proposed many policies and solutions to remove difficulties and promote the production and business activities of the country in the fast-paced global economy. However, the implementation of policies and solutions in Resolution 01/NQ-CP has not satisfied the demands of enterprises and citizens.
Therefore, on May 26, 2023, The Prime Minister issued Official Telegram 470/CD-TTg on continuing to severely and effectively carry out tasks and solutions to get rid of difficulties for the production and business of citizens and enterprises (“Official Telegram 470”), specifically:
1. Strengthening to negotiate and sign new trade agreements to diversify markets, products, and supply chains, and strongly seeking output markets for Vietnamese products and goods, especially those with strengths, potentials, and advantages.
2. Requesting to reduce lending interest rates and reviewing credit packages for timely and more convenient disbursement.
3. Requesting to complete the applications for consideration of value-added tax refund by May 28, 2023, and effectively implement policies on extension and exemption from taxes, fees, charges, and land rent.
4. Striving to review, inspect and remove unnecessary administrative procedures that are costly, troublesome, and negative for citizens and enterprises.
5. Inspecting and handling officials who refuse to take charge, and carry out duties and missions within their competence.
Official Telegram 470 delivered by the Prime Minister is a timely and effective direction to get rid of difficulties and obstacles for production and business, facilitate enterprises and citizens to receive the support of the recovery and development policies in the current period.
