INSTRUCTIONS ON DOSSIERS AND PROCEDURES FOR MANAGERS, TEACHERS AND EMPLOYEES WORKING AT PRIVATE PRESCHOOLS AND PRIMARY SCHOOLS AFFECTED BY COVID-19 TO OBTAIN SUBSIDIES

In order to support managers, teachers and employees of private preschools and primary schools facing difficulties due to the Covid-19 pandemic, the Government has issued Resolution No. 103/NQ-CP ("Resolution 103") indicating the subjects and levels of financial support for each subject. The details of Resolution 103 was updated by ATA Legal Services here.

In order to facilitate the beneficiaries to promptly obtain the subsidy, on 29 November 2022, the Prime Minister issued the Decision No. 24/2022/QD-TTg ("Decision 24") guiding in details relevant issues.

  1. Subjects of the subsidy: Managers, teachers and employees working at private educational institutions, including: Principals, vice principals, teachers, employees, team leaders, deputy team leaders, professional managers; owners of the institutions, owners of the class groups, owners of the children's groups that satisfy the prescribed standards.
  2. Subsidy request dossiers:
  • Written request of administrators, teachers and employees (using the presscribed form);
  • List of administrators, teachers and employees requesting for the subsidy certified by private educational institutions (using the presscribed form);
  • Copy of the labor contract or the payroll in April 2021 of the private educational institution.
  1. Procedures for requesting for the subsidy:
  • Application period: No later than 31 December 2022.
  • Place of application: The private educational institution where the applicant has worked (in case the educational institution is still in operation) or the commune-level People's Committee/the district-level Department of Education and Training (in case the educational institution has been dissolved or decommissioned).
  • Consideration period: Within 15 to 17 working days from the application date.
  • The competent authority: The district People's Committee approves the list of applicants and the subsidy expenditure.
  • Subsidy payment: The district People's Committee assigns the professional department to transfer the subsidy amount directly to the beneficiaries.

Decision 24 took effect from the date of issuance.
