Continuing a series of media engagements, articles, and in-depth analytical features on the content and implications of Resolution No. 68-NQ/TW and Resolution No. 66-NQ/TW, on September 25, 2025, at the invitation of the Editor-in-Chief of Life & Law Magazine, Ms. Nguyen Thi Ngoc Anh – Managing Partner of ATA Legal Services – participated in the Seminar: Removing Legal Bottlenecks to Create Development Space for Enterprises organized by Doi song & Phap luat Magazine/Nguoi Dua Tin Online Magazine, to further discuss solutions aimed at expanding the “development space” for enterprises in line with the spirit of these two Resolutions.

At the seminar, Lawyer Nguyen Thi Ngoc Anh delivered remarks, providing advice and recommendations to enterprises, particularly small and medium-sized enterprises (SMEs). She emphasized that, in the context where legal instruments and regulatory frameworks are frequently amended, supplemented, or replaced, enterprises must proactively establish and design internal compliance control mechanisms and legal risk management systems. In addition to leveraging internal resources and free reference channels (such as thuvienphapluat.vn, luatvietnam.vn, chinhphu.vn, or the websites and fanpages of reputable law firms/law offices, including ata-legal.com), enterprises should also consider engaging retainer legal advisory services on a fixed monthly or annual fee basis from professional legal service providers. This is an effective solution to mitigate legal risks while ensuring cost efficiency in business operations.

The remarks of Ms. Nguyen Thi Ngoc Anh received strong endorsement from fellow speakers and delegates in attendance. Echoing this perspective, Dr. Phan Duc Hieu – Member of the National Assembly’s Economic and Financial Committee shared: “Enterprises also need to change their mindset, enhance accountability, and factor legal compliance costs as a regular component of their business operations, including retaining professional legal services, rather than only seeking assistance when risks occur.”
